　　Participation in the Child Protection Legislation Process

　　中心与各省律师协会未成年人保护专业委员会合作，深入参与了地方修订未成年人保护条例等地方未成年人保护立法，在各省未成年人保护事业中发挥了非常重要的作用。

　　The Migrant Workers’ Center has cooperated with the Special Committees on Child Protection of respective provincial lawyers’ associations and participated in the local legislation and legislation revision processes. These processes played an important role in child protection at the provincial level.

　　1.江苏

　　2008年3月5日，申本金主任受邀参加了江苏团省委和人大内司委召开的未成年人保护立法工作座谈会,在会上申本金被聘请为江苏省未成年人保护条例起草小组专家组成员。

　　2009年6月25日，江苏省律协未保委副主任李晓霞和三名志愿律师参加了江苏省人大常委会召开的《江苏省学生体质健康促进条例(草案)》立法听证会，他们对《条例(草案)》提出了修改补充意见，受到高度重视。

　　1. Jiangsu Province

　　On 5 March 2008, Jiangsu Director Shen Benjin was invited to attend a symposium on the legislation of child rights protection, co-organized by the Jiangsu Committee of Communist Youth League and the Committee for Internal and Judicial Affairs of the National People’s Congress. Mr. Shen Benjin was appointed as a member of expert panel on the Drafting Committee on Law of Child Protection.

　　On 25 June 2009, the Deputy Director of the Special Committee on Child Protection of Jiangsu Lawyers Association, Ms. Li Xiaoxia and three voluntary lawyers attended legislative hearing on the Bill on Regulations on the Improvement of Student Physical Health of Jiangsu Province. They put forward constructive recommendations which were widely accepted.

　　2.湖北

　　2008年5月13日，湖北省律协未保委、省维权服务中心接受团省委委托，开始《湖北实施<中华人民共和国未成年人保护法>办法》(以下简称《办法》)修订稿起草工作，第一稿定稿并递交团省委后，2008年10月，又受团省委邀请，赴武汉、黄石、黄冈、孝感、襄樊等地参加十多次立法调研座谈会，很多意见受到立法高度重视。

　　2. Hubei Province

　　On 13 May 2008, the Special Committee on Child Protection of Hubei Lawyers Association and the provincial service center for rights protection were entrusted by the Hubei Committee of Communist Youth League to draft the Amendment of the Hubei Implementation of the Law on Child Protection. In October 2008, after the submission of the first draft, the Special Committee on Child Protection was invited again to attend legislative research symposiums organized in Wuhan, Huangshi, Huanggang, Xiaogan, Xiangfan and other places. Their recommendations have been high regarded by the legislative branch.

　　3.安徽

　　2008年3月22日，安徽省未成年人保护委员会办公室负责人正式向安徽省律协未保委颁发聘书，聘请未保委律师为《安徽省未成年人保护条例》地方立法修订调研起草工作专家组成员。

　　3. Anhui Province

　　On 22 March 2008, the Head of the Special Committee on Child Protection of the Anhui Lawyers Association was appointed a member of expert panel on the Drafting Committee for Anhui Province Regulations on the Protection of the Child by the Anhui Child Welfare Board.

　　4.湖南

　　2007年4月，湖南省启动《湖南省实施未成年人保护法办法》(以下简称《办法》)的修订工作，时任省律协未保委主任叶格秀律师作为《办法(修订草案)》立法小组副组长、两名未保委委员潘定律师和刘丹阳律师作为起草小组成员，执笔修订草案并全程参与该《办法》的修订工作。

　　4. Hunan Province

　　In April 2007, the Implementation of Child Protection Law of Hunan Province (the “Implementation”) was under revision. Ye Gexiu, the Acting Director of the Special Committee on Child Protection of the Hunan Lawyers Association was appointed the Deputy Chair of the Legislative Group for the Implementation, and two lawyers in the Special Committee were appointed members of the group. They participated in the overall process of the Implementation revision.

　　5.天津

　　2007年10月，天津市立法机关为重新修订《天津市未成年人保护条例》，征求天津律协未保委律师的意见。在向二十余位律师征询意见基础上，未保委起草了书面修订意见并向立法机关提交。

　　5. Tianjin City

　　In October 2007, in order to revise the Tianjin Regulations on the Protection of the Child, the Tianjin legislature consulted the Special Committee on Child Protection of the Tianjin Lawyers Association. Based on consultation with around 20 lawyers, the Special Committee put forward written recommendations to the legislature.

　　6.宁夏

　　宁夏回族自治区律协受宁夏未成年人保护委员委托，组织人员起草修订《宁夏回族自治区实施〈中华人民共和国预防未成年人犯罪法〉办法》。宁夏律协未保委为此专门成立了起草工作小组，组织委员讨论起草修订《办法》的相关问题。《宁夏预防未成年人犯罪条例》已于2008年11月1日正式实施，其中很多律师意见受到充分重视。

　　6. Ningxia Hui Autonomous Region

　　Ningxia Lawyers Association was entrusted by the Ningxia Child Welfare Board to revise the Implementation of Prevention of Child Criminal Law (the “Implementation”). The Special Committee on Child Protection of Ningxia Lawyers Association set up a drafting committee to consolidate discussions of committee members on the revision. The Implementation was enacted on 1 November 2008, and many lawyers’ recommendations were accepted.

　　7.山西

　　山西未保委专职公益律师董杰应邀参加了《山西省实施<中华人民共和国未成年人保护法>办法》修订工作，成为修订专家组成员之一。专职律师根据工作经验，从法律实践出发提出多条修改意见，受到好评和肯定。

　　7. Shanxi Province

　　Full time lawyer in the Special Committee on Child Protection of Shanxi Lawyers Association, Ms. Dong Jie, was appointed a member of expert panel on the revision of the Implementation of Child Protection Law in Shanxi Province. Based on her practical experience, Dong Jie put forward some specific amendments which were recognized and well received.

　　8.陕西

　　陕西省未保委多次应邀参加了团省委组织的青少年权益调研座谈会，并参加省妇联、团省委组织的修订陕西省实施《未成年人保护法》办法征求意见稿研讨会。

　　此外，浙江、辽宁等地的骨干志愿律师也被邀请到当地未成年人保护立法的起草调研中。

　　8. Shaanxi Province

　　The Special Committee on Child Protection of Shaanxi Lawyers Association was invited numerous times to attend symposiums on child rights protection organized by the Provincial Committee of Communist Youth Leagues, and also attended the seminar on the drafting of the Implementation of Child Protection Law in Shaanxi, which was co-organized by the Federation of Women and the Committee of Communist Youth League.

　　In addition, active volunteer lawyers in Zhejiang, Liaoning and other regions have also been invited to participate in research on local child protection legislation.
