时福茂简介
时福茂，全国律师协会公益法律委员会秘书长、北京致诚农民工法律援助与研究中心执行主任。多年来，他全身心投入法律援助事业，2005年他和著名律师佟丽华一起创立了我国第一家农民工免费法律服务专门机构——北京市农民工法律援助工作站，并担任工作站执行主任。他所带领的团队共接待免费咨询两万余件，涉及农民工近十万人，受理援助案件3566件，切实帮农民工拿到工资及赔偿款共计3422万元。中央综治办、司法部、团中央等单位领导给予了高度评价。他本人办理300余起维权案件，金额达1700万元，培训农民工1万余人;曾寒冬深夜赶赴工地与老板谈判6小时为任学东等55名农民工讨回工资;经过3年努力为断臂童工于浩索赔86万元。曾于2007年作为农民工法律援助领域的专家律师，受邀参加了美国政府举办的“国际访问者计划”。他被评为“北京市十大志愿者”、“全国维护职工权益杰出律师”，荣获北京市第四届“创业青年首都贡献奖”金奖、全国五一劳动奖章，被誉为“不收钱的农民工律师”。
时福茂律师的优秀体现在他多年来牺牲个人利益而勇于担当社会责任，他常年起早贪黑、以单位和事业为家;多次在威胁恐吓面前临危不惧，为农民工利益据理力争;在办理大量案件基础上加强学习与研究，成为国内处理农民工案件的著名专家。时律师的贡献体现在他带领北京农民工法律援助工作站的律师维护了成千上万农民工的合法权益，为成千上万家庭带去温暖与信心，具体化解了成千上万的社会矛盾，为社会种下了成千上万和谐的种子，使我们首都社会更和谐、更美好。时律师以自己踏实的工作树立了一名社会主义法律工作者的良好形象。
Shi Fumao is the Secretary-General of the National Bar Association’s Pro Bono Legal Committee and the Executive Director of the Beijing Migrant Workers Legal Aid Workstation. For many years he has whole-heartedly devoted himself to the cause of legal aid – and in 2005, along with well-known lawyer Tong Lihua, created an agency to give free legal services to migrant workers: the Beijing Migrant Workers Legal Aid Workstation, where he currently serves as Executive Director. Under his leadership, his team has provided over 20,000 free legal consultations involving nearly 100,000 migrant workers, represented clients in 3,566 cases, and helped migrant workers win wages and compensation totaling 34.22 million Yuan. These efforts have been praised by the office of the Central Management of Social Security, the Ministry of Justice, the Central Committee, and other leaders. Shi Fumao has personally handled more than 300 cases amounting to over 17 million Yuan in reclaimed wages and compensation, and has trained more than 10,000 migrant workers in basic legal rights. In one instance, late at night and in the middle of winter, he rushed to a construction site where he spent 6 hours speaking with the boss on behalf of Ren Xuedong and 55 migrant workers to help them reclaim their wages. He also spent three years of hard work helping to claim 86 million Yuan on behalf of child laborers. In 2007, as an expert in the field of migrant workers legal aid, he was invited to participate in the International Visitor Program organized by the US government. He has been named as one of the “Top Ten Volunteers of Beijing,” a “National Guardian of Workers’ Rights,” and won the gold medal at the fourth “Beijing Young Entrepreneurs Capital Contribution Awards,” and is referred to as the “the migrant workers’ lawyer who does not accept payment.”
Shi Fumao’s outstanding character is reflected in the large number of cases over the years where he has sacrificed his own individual interest and has had the courage to assume his responsibility to society – year round, from dawn to dusk, he has committed himself to his work. Many times, even in the face of threats, he has fearlessly argued on behalf of migrant workers; in the process he has also strengthened his legal education and research, and has become one of the leading experts in the legal field concerning migrant workers. He has led Beijing Migrant Workers Legal Aid Station to safeguard the legitimate rights and interests of thousands of migrant workers, bringing warmth and security for thousands of families, resolving innumerable social conflicts and spreading the seeds of harmony to the betterment and harmonization of society. Through his dedication and hard work as a lawyer for migrant workers, he has helped to establish a positive image for socialist legal workers.
