2013 Zhicheng Top 10 Events

It is the 15th year that Zhicheng has been working for children and migrant workers' rights. We would love to share some of the highlights of our achievements in the past year. And as always, Thank You very much for your kind support and company!

1. Zhongzhi Center for Social Development was officially approved by the Ministry of Civil Affairs. The new organization will have the capacity to hold nation-wide activities related to the promotion of social development.

2. Zhicheng held the 2013 International Law School Talent Internship Program. Zhicheng engaged 12 international interns from Harvard, Yale, Oxford University and etc. and 18 domestic interns from CUPL, BFSU, MUC and etc. At the First International Student Forum on Public Interest Law (held at the CUPL), interns delivered presentations about their experience.

3. Zhicheng provided 9 suggestions to the 2009 Report on Juveniles Sexual Abuse Case Studies; 8 were adopted and incorporated into the 'Guidlines to the Punishment of Juveniles Sexual Abuse Crime'. The Guidline was jointly issued by the Supreme People's Court, Supreme People's Procuratorate, Ministry of Public Security and Ministry of Justice.

4. Zhicheng was continuously engaged in the legislation- and policy-making process. In 2003 Zhicheng drafted reports on the Guardianship of Minors, the Minor’s Social Protection and the Strengthen the Protection, Safety and Health Protection of Minors. The NPC Law Committee, Ministry of Civil Affairs and CYL Central entrusted Zhicheng with the task of preparing these draft reports.

5. By the end of 2013, Zhicheng had conducted approximately 51,000 cases for 166,000 migrant workers. Over 8,000 cases were settled, with a total of nearly 154 million RMB claimed as payment and compensation for migrant workers.

6. In the last 7 years, Zhicheng had established 30 affiliated, specialized legal aid offices all over the country, such as Hebei, Shaanxi, Qinghai, and Jiangsu. These offices help to protect the rights of migrant workers, juveniles, people with disabilities, women and the elderly.

7. As part of government procurement of services, Zhicheng sent lawyers to the rural areas of Beijing to give 30 workshops building the capacity of local authorities to deal with agricultural land disputes. There were over 4,000 direct beneficiaries.

8. In 2013, the criminal section of Zhicheng (founded as the Criminal Legal Aid and Research Center in 2012, with the cooperation of CUPL) promoted the establishment of the "Beijing Fengtai District People's Procuratorate prosecution hearing system (for Trial Implementation)". Zhicheng and the Fengtai District People's Court then jointly issued the “Empirical Analysis Report on Criminal Case".

9. In October 2012, Zhicheng cooperated with China Women’s University, establishing the Women And Children Legal Service and Research Center. During the following year the center provided legal aid, consulting, mediation and training towards women. The center also did research on the hot social issues, and held a seminar on the promotion and protection of violence against children.

10. In the international field, several high-level meetings took place. AFL – CIO President Mr. Trumka visited Zhicheng on October in the company of ACFTU secretary Guo Jun. Director Tong Lihua – as the only representative of Chinese civil society – was invited to join a small forum during the visit to China of Australia’s Governor-General, Quentin Bryce. In November, Director Tong Lihua participated in the sixth round of Sino-US exchanges of legal experts in the United States.
