　　2004年4月，阜阳劣质奶粉事件曝光，“大头娃娃”触动了全国人民的心弦。中心组织单位人员开展针对劣质食品对儿童伤害的专题研究，同时以全国律协未成年人保护专业委员会秘书处的名义向社会公布了阜阳劣质奶粉事件法律咨询三部热线，为受害婴儿的亲属及时提供必要的法律知识，并提醒他们如何保存求偿证据。4月28日，在整理各地咨询信息和专题研究的基础上，中心召开了新闻发布会，呼吁尽快建立中国儿童食品安全制度。

　　安徽的孔维钊律师，也是志愿协作网最早的成员之一，他为阜阳五个大头娃娃提供了法律援助，并协调滁州、亳州和上海的协作律师为四个大头娃娃提供了法律援助。由于案件涉及到河南、内蒙、福建等多个地方，中心出面及时协调异地律师，如安徽某个案件需要内蒙的证据，中心就让内蒙律师帮助调取证据，这样就大大节约了办案资源，提高了办案效率。

　　2007年顾秀莲副委员长到安徽调研《律师法》执法情况时，安徽省司法厅领导还专门就律师在阜阳奶粉事件中发挥的作用作了专题汇报，顾副委员长给与了充分肯定。

　　In April 2004, the Fuyang substandard milk powder scandal came to light; the entire country was shocked and stunned by the “Big Head Babies” – babies who suffered from a “big head disease” where infants’ heads appear abnormally large in comparison to their bodies – innocent victims of substandard milk powder. The Children’s Center immediately acted on the incident, and conducted specific research on the harm done to children by substandard milk powder. At the same time, as Secretariat of the All China Lawyers Association, the Children’s Center set up three legal consultation hotlines, providing legal assistance and relevant legal information to parents and families of the sick children, reminding them to collect evidence for future use. On 28 April 2004, the Children’s Center held a press conference on the issue, appealing for the prompt establishment of a comprehensive food safety system for children in China.

　　Kong Weizhao, lawyer from Anhui Province and also one of the first volunteer lawyers in the Volunteer Lawyers Network, provided legal representation personally to five of the “Big Head Babies” of the milk powder scandal and also liaised with lawyers from Chuzhou,Haozhou and Shanghai and exchanged information on work strategies of four other “Big Head Babies” cases. Due to the widespread demographics of the incident, covering Henan, Inner Mongolia, Fujian and many other provinces, the Children’s Center acted as the co-ordinator of all lawyers, making full use of our resources. For example, when one of the cases in Anhui needed evidence from Inner Mongolia, the Children’s Center liaised with lawyers from the region, enhancing efficiency and saving costs.

　　In 2007, Gu Xiulian, Vice Chairman of the National Committee inspected the enforcement situation of Lawyers Act in Anhui Province. The Head of the Justice Department of Anhui Province gave a special report on the effective role of lawyers in the Fuyang substandard milk powder scandal, which received full affirmation from Ms.Gu.

　　2007年6月初，山西黑砖窑案件引发整个社会的关注，其中有一些受害人是童工。中心高度关注童工案件，联合全国律协调动未成年人保护志愿律师和农民工专职律师，全力开展了维护童工合法权利的工作。

　　At the beginning of June 2007, the numerous Shanxi brick kiln cases drew widespread concern from society, as some of the victims were child laborers. The Migrant Workers’ Center also paid special attention to these child labor cases. Full-time lawyers from the Migrant Workers’ Center and volunteer lawyers from the Special Committee on the Protection of Minors of the All China’s Lawyers Association were all actively involved in safeguarding the legitimate rights of child laborers.
